MINUTES OF THE 24TH ANNUAL GENERAL MEETING

INTRODUCTION

1. The 24th Annual General Meeting of the Singapore ASCD was called to order at 3.00pm by Mrs Lysia Kee, Master of Ceremony. A total of 29 members attended. As there was no quorum, the meeting was adjourned. It resumed at 3.35pm.

2. Mrs Lysia Kee invited Ms Betsy Lim, President of the 12th Executive Council, to confirm the minutes of the last AGM and to present the Annual Report for the year 2012.

PRESIDENT’S ADDRESS

3. Ms Betsy Lim warmly welcomed all members to the AGM. She thanked the outgoing President, Dr Koh Thiam Seng, for his capable leadership of the 11th Executive Council and noted that Singapore ASCD had reached the 25th year as an Association and was still going strong. Ms Betsy Lim expressed appreciation for the foresight of the Association’s founding President, Dr Ang Wai Hoong. Dr Ang, who was unable to attend the meeting, had sent warm wishes to all members. Looking back, members should feel proud that Singapore ASCD has over the years, contributed to the professional growth of educators in Singapore as intended by the founding President and members. The Association will continue to work on meeting the professional needs of educators in the years ahead. Ms Betsy Lim was confident that the next Council led by President-Elect, Mr Winston Hodge (July 2014 - June 2016), will continue the mission of the Association and bring it to greater heights.

4. Ms Betsy Lim presented the Annual Report for 2012. From among the year’s activities, the Bay Area Writing Project was highlighted as a new workshop that was very well received. Ms Lim also commented that the series of Understanding by Design (UbD) workshops was popular and a staple workshop offering by the Association. Ms Lim noted that the most frequent workshop requests from schools recently have been for workshops on assessment.

5. President-Elect, Mr Winston Hodge, suggested that one of the ways for ASCD to stay relevant was to have small committees of volunteers to identify and look into specific areas of need to complement MOE’s efforts in the professional development of teachers in Singapore. Ms Betsy Lim encouraged members to suggest such
areas for the Council to work on. Members were also encouraged to visit the Singapore ASCD’s Facebook page to engage other members. She reminded members to “Like” the Facebook page.

6. Ms Betsy Lim noted that Singapore ASCD has been sponsoring NIE Awards for achievements in post-graduate studies in recent years and will continue to do so. Singapore ASCD will also continue to partner MOE to promote professional development for educators.

7. Ms Betsy Lim informed members that the Association has not been able to publish the ASCD REVIEW due to a lack of articles. In replacement, members will receive a selected copy of the Educational Leadership, the journal from ASCD International.

CONFIRMATION OF THE MINUTES OF THE 23RD ANNUAL GENERAL MEETING

8. Members were invited to propose the confirmation of the minutes of the 23rd Annual General Meeting. The motion was proposed by Mr Alex Lee and seconded by Mdm Kamala Thiagarajan. The minutes were unanimously accepted without any amendments.

CONFIRMATION OF THE ANNUAL REPORT OF THE 12TH EXECUTIVE COUNCIL

9. The 12th Executive Council (July 2012-June 2014) office bearers and members were introduced to all present at the AGM for the benefit of new members.

10. Members were invited to propose the acceptance of the Annual Report of the 12th Executive Council. The motion was proposed by Ms Koshu Lulla and seconded by Ms June Kho. The Annual Report was unanimously accepted without any amendments.

TREASURER’S REPORT

11. Treasurer, Ms Ow Suek Yin, presented the externally audited Statement of Accounts for the year ending 31 December 2012. The accounts were audited by P G Wee Partnership LLP. 

12. Ms Ow Suek Yin gave a detailed explanation of the Statement of Accounts, highlighting the various income received and expenditure incurred through the year. She drew members’ attention to the healthy profit after tax of $70,921.

13. Ms Ow Suek Yin, placed on record Singapore ASCD’s thanks to the two internal auditors, Mrs Kamala Thiagarajan and Mr K.Govindan for their internal audit of the accounts.

CONFIRMATION OF THE STATEMENT OF ACCOUNTS FOR 2012

14. Members were invited to propose the confirmation of the Statement of Accounts for 2012. The motion was proposed by Ms Dorothy Ho and seconded by Mrs Sita Singh.

ELECTION OF INTERNAL AUDITORS FOR 2013

15. The Returning Officer, Miss Ong Bee Chong, announced that as this was not an election year, only internal auditors needed to be elected. The following nominations for internal auditors were received: (a) Mrs Esther Ong Lay Bee and (b) Mdm Chou Weng Ha.

16. As there were no other nominations, members were invited to propose that nominations be closed. The motion was proposed by Mrs Rathi Parimalan and seconded by Mdm Kamala Thiagarajan.

17. The Returning Officer announced that Mrs Esther Ong and Mdm Chou Weng Ha were confirmed as the internal auditors for March 2013 – March 2014.

CONCLUSION

20. The 24th Annual General Meeting ended at 1800 hrs. Master of Ceremony, Mrs Lysia Kee, thanked all members present for their presence and support. The meeting was brought to a close.

21. Interested members were taken on a tour of the MOE Heritage Centre led by Mrs Lau Kum Leng and Ms Ow Suek Yin, Singapore ASCD members who were also MOE Heritage Centre docents.
